Stratagems bounce and scatter off slopes, terrain edges, and geometry instead of landing where thrown

▸ PROBLEM STATEMENT

Thrown stratagems — eagles, orbitals, support weapons — frequently deflect off mild terrain slopes, rock edges, and geometry instead of landing at the targeted position. The result is unpredictable scatter: a 500kg lands behind the squad, an orbital hits a rock wall, a supply pack slides down a hill and deploys out of reach. This is most pronounced on elevated terrain and near any vertical surface. At high difficulty where stratagem placement is fight-critical, a 20% scatter rate on flat-looking ground is effectively a miss tax that has nothing to do with skill.

▸ PROPOSED CHANGE

Stratagems should come to rest at the point of first contact with the ground surface, regardless of slope angle. Implement a velocity-damping mechanic on impact (similar to how grenades work on soft terrain) so they don't skip or roll after landing. For slopes above a threshold angle, snap the beacon to the nearest flat surface within a short radius rather than bouncing it along the incline. The throw arc should remain unchanged — only the landing physics need fixing.
